Unfortunately, I do not know the reasons why each individual country is ineligible. We (hackathon organizers) are bound by the legal requirements of the sponsoring organizations. For those who come across this discussion, here is a list of the countries that are NOT eligible for prize distribution. The list is also in the "Rules" tab.
"Individuals who are residents of, or Organizations domiciled in, a country, state, province or territory where the laws of the United States or local law prohibits participating or receiving a prize in the Hackathon (including, but not limited to, Finland, Italy, Kenya, the Republic of the Philippines, Romania, Saudi Arabia, Sri Lanka, United Arab Emirates, Brazil, Russia, Crimea, Cuba, Iran, North Korea, Syria, and the province of Quebec, and any other country designated by the United States Treasury's Office of Foreign Assets Control)"
